Rather, they are constrained by different approaches for modeling wind power plants in the software domain. {IEC} 61400-25 addresses this challenge. This thesis analyzes, designs and implements a proof of concept system capable of reporting and logging in compliance with {IEC} 61400-25. The system consists of an information model, an information exchange model and is mapped to web services. Both unbuffered and buffered reporting is supported. Reporting uses publisher/subscriber by use of the WSDualHttpBinding provided in Windows Communication Foundation (WCF). Logging is realized by use of persistent storage. A client with {SCADA} capable of consuming the services exposed by the system has been created. Exchange of information between system and client follows the guidelines for {SOA}. Contents of the data model is configured by use of xml based Wind Power Plant Configuration Language (WPPCL). A tool named {WPPCL} Editor for configuring the {WPPCL} file has been created. Wind power plants are modeled by a simple data generator in order to verify the functionality of the system in its natural environment." }
